Is the backfocus on the 428Ex the same as the 420 & 450?  13mm sensor to flange?

Can someone clarify this!?  My EOS lenses are "telling" me the backspace is closer to 22-27mm as opposed to 13mm...  What is the official value; sensor -> flange face?
